The Thirty Seventh Session of the General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) will be held in Kyiv on June 30 July 2.
Sitting of the Bureau and the Standing Committee of the Assembly will be held on Thursday, June 30.
The Thirty Seventh Session of the General Assembly of the PABSEC will be held at the session hall of the parliament on July 1-2. National delegations will discuss legislative support of transition to the green economy; use of genetically modified organisms in BSEC member-states in terms of economy and environment; role of parliaments in the legislative support of scientific-and-technological advance; observance of WHO sanitary standards in BSEC member-states.
The Assembly will also discuss personnel matters, namely, election of PABSEC vice-presidents and leaders of the International Secretariat of the Assembly.
The ceremony of handing the PABSEC chairmanship over from Ukraine to Albania will be held on Saturday, July 2. Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, will hand over the authorities of the Assembly President to Jozefina Topalli, Chair of the Parliament of the Republic of Albania.

Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) was established on 26th February 1993 as a parliamentary dimension of the Black Sea Economic Cooperation (BSEC). It includes the parliaments of 12 countries: Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Republic of Moldova, Romania, the Russian Federation, Serbia, Turkey and Ukraine. The People´s Assembly of Egypt, the Knesset of the State of Israel, the National Assembly of France and the French Senate, the German Bundestag, the National Council of the Slovak Republic and the National Assembly of the Republic of Belarus have an observer status.
PABSEC is an authoritative international organization. The Assembly actively develops cooperation with other international and regional inter-parliamentary institutions, such as the Inter-Parliamentary Union, PACE, OSCE PA, European Parliament, NATO PA, CIS IPA, CEI Parliamentary Dimension.
PABSEC is known as an effective forum of inter-parliamentary dialogue and a vehicle for coordinating efforts between the BSEC organization, and regional governments and parliaments. As a parliamentary dimension of BSEC, the Assembly has a great potential for supporting diverse initiatives and projects of the governments, non-governmental organizations, academic and business entities of the Black Sea region.
The PABSEC General Assembly convenes twice a year in ordinary plenary session (spring and autumn sessions). A session consists of meetings of the Bureau and the Standing Committee in the first day, and the plenary meeting of the General Assembly in the next two days. The venue of the General Assembly is the country of the President of the Assembly, who is the speaker of the parliament of a member country by rotation for a period of six months.
The Standing Committee consists of the President of the Assembly, Vice-Presidents, the Chairmen of the three Committees and the Heads of National Delegations. The Standing Committee makes decisions according to the principle of unanimity (consensus).
The Bureau of the Assembly consists of the President and five Vice-Presidents. The Bureau is responsible for ensuring the implementation of decisions of the Standing Committee and for the effective functioning of the Assembly between meetings of the Standing Committee.
The Assembly set up three specialized committees: the Economic, Commercial, Technological and Environmental Affairs Committee; the Legal and Political Affairs Committee, and the Cultural, Educational and Social Affairs Committee.
The PABSEC International Secretariat is seated in Istanbul, Turkey.
